Regulator 31 for sale, three engine eras on one hull

Shopping a Regulator 31 for sale means choosing an engine era as much as a model year. Regulator splashed the first 31 in summer 2016 for the 2017 model year with twin Yamaha F300s. Around 2020 it moved to Yamaha's V8 XTO 425s, which made the 31 the fastest Regulator ever at a tested 64 mph, and current boats run twin XTO 450s. In July 2026 Regulator announced an all-new 31, redesigned with features from its award-winning 35.

Across all of them, the hull is the constant. Lou Codega, who has designed every Regulator since 1988, drew a non-stepped deep-V with 24 degrees of deadrise at the transom, and it is the reason owners buy the boat. The big variable is power, and with it price.

Waterline length and the bracket question

People often search for the Regulator 31's waterline length, and Regulator does not publish one. What it does publish explains the confusion: the hull is 31 ft 4 in long and the boat is 36 ft 5 in with the Armstrong bracket and engines. As Kevin Falvey wrote in his Sport Fishing review, Regulator names its models by measuring from the bow to the end of the cockpit and does not count the bracket, so the 31 is empirically one of the biggest 31s on the market.

Beam is 10 ft 4 in. Draft is 26.5 inches with engines up and 35.5 inches down, bridge height to the tallest option is 121 inches, and the console head offers 78 inches of headroom. Dry weight with engines is 11,140 pounds on the current spec sheet, up from 10,500 pounds with twin F300s in 2016.

F300, XTO 425 and XTO 450 compared

Sport Fishing's 2016 test boat, with twin F300s, a half tank, full water, four crew and plenty of tackle, hit 53 mph at 5,700 rpm in 100-degree heat and reached 30 mph in 6.4 seconds. Best economy was 1.35 mpg at 26.4 mph and 3,500 rpm, burning 19.5 gph, and the boat stayed above 1 mpg at every planing speed. Boating's own sea trial ran a 31 through 4-foot breakers in New Jersey's Manasquan Inlet at 29 mph and priced it at $262,995 as tested.

With twin XTO 425s, Boating reported a top speed of 64 mph from Regulator and a 34 mph cruise at 3,500 rpm on 23 gph, or 1.46 mpg, for more than 400 miles of theoretical range. Yamaha's September 2023 bulletin for twin XTO 450s, at 12,856 pounds test weight with 150 gallons of fuel, shows 64.7 mph at 6,100 rpm on 80.1 gph, a best cruise of 33.6 mph at 3,500 rpm on 24.5 gph (1.37 mpg) and 0 to 30 mph in 8.8 seconds. Sport Fishing put the XTO 450 boat's range at 370 miles with a 10 percent reserve.

The 41's influence on the deck plan

Regulator had sketched a 31 years earlier but shelved it when dealers asked for a 40-plus-foot boat, which became the 41. After the 41 debuted in summer 2015, Codega restarted the 31 and borrowed several of its features, most notably a starboard dive door with a folding ladder and integrated backrests for the bow seats. Removing the transom door let Regulator use the entire transom for a raised livewell and fish box.

Falvey measured 90 square feet of cockpit behind the leaning post. Current boats list a 36-gallon transom livewell, a 228-quart transom fish box, a 500-quart insulated, macerated in-deck fish box with locking storage for six rods, two 210-quart forward seat fish boxes, a 230-quart center forward storage tub and a 74-quart console cooler seat. Regulator quotes more than 1,400 quarts of standard cold storage and up to 27 rod holders. A 35-gallon freshwater system with a transom shower is standard.

What the 2027 redesign changes

The all-new 31 announced in July 2026 carries over the formula but adopts standards from the 35: a raised bullnose toe rail along the forward gunwales, a new T-top with a ventilation system, drainage gutters and an integrated handrail, and Regulator's E-Hub lithium battery system. Twin XTO 450s with digital electric steering and Seakeeper Ride are standard, along with a factory Garmin package of twin 17-inch displays, open-array radar and AIS VHF and Regulator's MyHelm touchscreen interface.

New options include heated helm seats, teak ladder-back chairs, a faux-teak helm pod and E-Series mezzanine seating. A Seakeeper 2 gyro, Gemlux outrigger bases with 22-foot carbon poles, a refrigerated transom fish box, a second livewell and electric reel outlets remain on the option list.

What a 31 costs to run

Fuel is reasonable for the speed: about 24 gph at a 34 mph cruise with XTO 450s. Budget roughly $18,000 to $38,000 a year for insurance, a slip or lift, twin-engine service (XTO service is costlier than F300 service), Seakeeper and electronics maintenance, bottom paint and canvas, before fuel. At over 11,000 pounds dry and 10 ft 4 in wide, the 31 is a boat for a slip, lift or rack rather than a trailer.

Used 31 values by engine

The F300 boats from 2017 to 2019 are the value entry, and we expect them at roughly $215,000 to $300,000 in 2026 depending on hours and electronics. XTO 425 boats from 2020 to 2022 should sit around $300,000 to $430,000, and XTO 450 boats from 2023 and 2024 around $400,000 to $500,000. With the redesigned 2027 boat starting at $552,895, nearly new XTO 450 boats look like good value.

The 31 launched at $242,995 with twin F300s for 2017. The XTO models pushed the price sharply higher: Boating listed a 2023 starting price of $476,795, and Regulator's online builder starts the redesigned 31 at $552,895. Used values divide by engine package, F300 versus XTO 425 or 450, and by options such as Helm Master EX, Seakeeper 2, outriggers and the mezzanine tackle center.

Our verdict on the Regulator 31

The Regulator 31 is the brand's sweet spot: big enough to run far offshore in comfort, small enough to keep on a lift, and with XTO power, as fast as anything Regulator builds. The F300 boats are excellent value, while the XTO boats justify their price with speed and range. Remember that it is really a 36-foot boat on its bracket, and buy the newest engine package your budget allows.
